ANY preparer can do the 1040NR return. They can even EFILE it. They just file under the SSN the person got for their scholarship and include the income from the W-2s.
Even though it wasn’t legal, the individual has a filing requirement if they made more than $3650. By the way, they used “exempt” illegally on the W-4 and will probably owe.
